Police nab ex-SSS official who ‘stole’ N310m belonging to Saraki



Polive have arrested a former operative of the State Security Service who was dismissed from the service over his alleged robbery of a bureau de change operator.

Abdulrasheed Maigari, 35, was arrested in Abuja by police anti-kidnap squad in a surveillance operation conducted between March 26 and 28.

Mr. Maigari, a native of Taraba State, was arrested alongside 10 other suspected criminals for allegedly kidnapping Issa Salami, a former General Manager of Peugeot Automobile Nigeria.

The other suspects as identified in a statement released by police spokesperson, Jimoh Moshood, are: Kelvin Emeka, 28, from Owgu LGA in Enugu State; Ndubusi Prince Ozor, 31, from Nsukwato LGA Abia State; Sunday Travnor, 33, from Ovi LGA in Nasarawa State and Zayor Alfred 23, from Obi LGA of Nasarawa State

The remaining suspects are: Avah Joseph, 25, from Ogbadibo LGA in Benue State; Gabriel Friday, 33, from Ogbadibo LGA Benue State; Rajab Baba Ishiaka, 22, from Wukari LGA Taraba State; Ali Sani, 27, from Takum LGA Taraba State; Nuhu Sule, 20, from Takum LGA Taraba State and Mohammed Abubakar, 21, Mokwa LGA of Niger State.

The police said the suspects were identified by their victims.

“They also confessed to the crime admitting to the various roles they played in the commission of various kidnappings, armed robberies and other violent crimes linked to them,” Mr. Moshood, a chief superintendent of police, said.

In December 2015, the State Security Service announced the arrest of its personnel, including Mr. Maigari, who allegedly robbed a bureau de change operator in Abuja of N310 million.

But the secret police was silent on the identity of the victim.

SR later identified Bukola Saraki as the owner of the huge sum and detailed how the Senate President allegedly engaged the service of a money changer, Abubakar Dantani, to help move the money to his house.

Mr. Maigari and his colleagues in the SSS allegedly robbed a van bearing the N310 million cash as it was about driving into Saraki’s residence in Abuja.

But Saraki denied ownership of the fund at the time.

The police said the robbery case was still pending in court, but Mr. Maigari was granted bail.

He allegedly joined another gang that had terrorised people in Abuja metropolis within the last few months until he was arrested this week in connection with Mr. Salami’s kidnap.

The police said the following arms and ammunition were recovered from the suspects: One AK 47 rifle, three AK 47 magazines, ninety rounds of 7.62mm live ammunition, two pistols, fourteen rounds of 9mm live ammunition.

Two bedroom apartments used by the suspects at different locations in Suleija, near Abuja, were also recovered and will be used as exhibit, the police said.

CSP Moshood said Mr. Maigari and other suspects will be charged to court upon completion of investigation.

Dokpesi Got N2.1bn Within Three Months For 2015 Presidential Campaigns’- First Bank Manager


A relationship manager with First Bank Plc, Maitama branch, Abuja, Mrs. Zainab Ibrahim-Kokobili, on Wednesday gave details of how African Independent Televison’s founder, Chief Raymond Dokpesi, received N2.1bn from the Office of the National Security Adviser between January and March 2015.

Ibrahim-Kokobili was testifying before Justice John Tsoho of a Federal High Court in Abuja as the third prosecution witness in the ongoing trial of Dokpesi, along with his firm, Daar Investment and Holdings Limited, on charges bordering on the N2.1bn they (Dokpesi and Daar) received from ONSA.

Led in evidence by the prosecuting counsel, Mr. Oluwaleke Atolagbe, the witness said the money was paid by ONSA into the account of Daar Investments and Holdings Limited’s First Bank account, to which Dokpesi was said to be a signatory.
Daar Investment and Holdings Limited is the registered owner of AIT.

The Economic and Financial Crimes Commission had filed six counts of money laundering and other charges relating to procurement fraud against Dokpesi and Daar Investments for allegedly receiving N2.12bn from ONSA to prosecute Peoples Democratic Party’s 2015 presidential media campaign.

Dokpesi and Daar Investments were said to have received N2.12bn from ONSA, while being headed by Col. Sambo Dasuki (retd.), as payment for a “purported contract on presidential media initiative.”

The prosecution alleged that the payment was in breach of and punishable under provisions of the Public Procurement Act, Money Laundering (Prohibition) Act and the EFCC (Establishment) Act.

Testifying as a prosecution witness on Wednesday, Ibrahim-Kokobili told the court that she had been Daar Investments and Holding Limited’s account officer at First Bank since November 2014.

Reading from the company’s statement of account, the witness said N2.12bn was paid into the account in four tranches of N500m, N500m, N620m and N500m between January and March 2015.

The witness said the balance on the company’s account was N113,885.28 before the first tranche of N500m was paid into the account on January 22, 2015.

Ibrahim-Kokobili said, “January 22, 2015 – RTGS, being payment by ONSA: N500m. It was a credit.

“Before the payment of N500m, the balance on the account was N113,885.28.

“February 4, 2015 – RTGS, being payment by ONSA: N500m.

“February 9, 2015 – RTGS, being payment by ONSA: N620m only. It was also a credit.

“March 19, 2015 – the naration is RTGS being payment by ONSA: N500m.”

She said Dokpesi and his son, Paul, were the two signatories to the account of Daar Investments and Holdings Limited.

She said going by the nature of the mandate on the account, either of the two signatories could singly give instruction to draw money from it.

She explained that the sum of N2.12bn was disbursed from Daar Investments and Holdings Limited after receiving instructions from Dokpesi.

She said, “The customer sent instructions to the bank for payments.

“Money was paid after getting confirmation from the customer.

“High Chief Raymond Anthony Alegho Dokpesi was the signatory who sent instructions for the payments.”

The witness was, however, not led by the prosecuting counsel to give details of the beneficiaries of the disbursements.

Earlier, the witness said she was invited by the EFCC to its Abuja office on February 6, 2016.

She said during the visit to the EFCC, she wrote a statement and presented to the anti-graft agency’s officials, documents relating to Daar Investments and Holdings Limited’s account with First Bank.

The documents were, the statement of account, account opening documentation, certificate of identification and transfer instructions on the account.

The prosecution tendered the documents and were admitted as exhibits by the judge without n objection from the defence team led by Chief Kanu Agabi (SAN) on Wednesday.

Under cross examination by Agabi, the witness said she did not know when the company’s account was opened but confirmed that the account was already in existence before the payment of N2.12bn into it.

When asked, she confirmed that she considered a payment by ONSA into an account as legitimate.

She also confirmed that there were many Nigerians who were in the habit of keeping money at home.

She also confirmed that a person who put his or her money in the bank “is not trying to hide it.”

When asked if she knew why the sum of N2.12bn was paid into Daar’s account she said “no”.

After the cross-examination by defence counsel, the prosecuting counsel, Atolagbe, re-examined the witness.

When asked by Atolagbe whether the bank “determines” the legitimacy of payments made into a customer’s account, the witness said, “at the point of credit, the bank would not know”.

Justice Tsoho adjourned until May 24 and 25, 2017 for further trial.

Governor Ayade Locks Out SSG, Others For Coming Late

Governor Ben Ayade of Cross River State today locked out the Secretary to the State Government, Barrister Tina Agbor and other staff of Government House, Calabar.

The governor arrived office before 7:30am this morning only to find his entrance locked and when it was eventually opened moments later, he directed that all entrances be locked and no one allowed to come in while he watched on CCTV, what was happening.

According to report, his deputy, Prof. Ivara Esu arrived a few minutes past 8am and was allowed in without hesitation. Civil servants, security aides and other appointees were kept out by stern looking security operatives in the Governor’s convoy.

The gates were however opened at 9:00a m with some staff allowed to go in while those who came after were left to remain standing outside.

Senate’s Action On New RECs Childish, Irresponsible – Prof. Sagay


Prof Itse Sagay, a Senior Advocate of Nigeria (SA ), has stated that President Buhari would not be cowed by the Senate’s action which he described as an affront to the Presidency.

He said, “That action is childish and irresponsible. Do they think Buhari is a man that can easily be threatened? My God! How can people of such character occupy the highest legislative office in the country? Nigeria is finished.

“It is a great mistake and they will regret it.”

When asked what appropriate action Buhari could take, Sagay explained that Buhari could continue to appoint people in acting capacity where necessary.

He said the refusal to confirm the RECs was of no effect since officials of the INEC had been acting as RECs for over a year.

Sagay added, “Where the Senate is required to approve a person for a particular position and they refuse to do it, the person could continue to act depending on the nature of the appointment.

“However, if the nominee is coming from another sector, just like in the case of the RECs, it means they cannot act. However, people below that rank in INEC can continue to act as RECs all over the country as it has been done.”

He added, “What this action means is that the Senate is being occupied by the most unserious set of Nigerians in history. Nigeria is currently at its lowest level because we have people who have no sense of responsibility, who have no feeling and are there for just vanity and are ready to bring down the country in order to feel important, it is the worst case of abuse ever.

“Let them do what they want, they will regret it.”

Police Kill Notorious Kidnappers Waiting For Ransom, Recover Loot


Two notorious kidnappers were killed last night in a gun battle with men of Rivers State Police Command. A statement issued by the spokesperson for the Command, DSP Omoni Nnamdi said operatives of the Anti-Kidnapping Unit of the Rivers State Command, while following up a case of kidnapping, played along with the kidnappers who were waiting for a ransom.
The Operatives traced them to a forest in Umuebulu, Etche LGA, where the kidnapped victims namely: Amadi Okey ’m’ Comrade Stanley Odioye ‘m’ and Princess Maduegbulam ‘f’ were blind folded and being guarded by four armed men.

The hoodlums on sighting the Police engaged them in a gun battle and in a return fire, two of the hoodlums were fatally wounded, while the other two escaped with bullet wounds. The hostages were rescued immediately and released to their families after being debriefed.

Items recovered from the kidnappers include two locally made guns and 10 cartridges. Operatives are still combing the bushes with a view of arresting the fleeing hoodlums and recovering their Operational weapons.

The Command is appealing to the public for continued support and cooperation as we are irrevocably committed to the onslaught against criminals.

The Suspects were interrogated, confessed and led Operatives to a car stand at Osisioma along Aba/Enugu Express Way, where Chibuna Onyema ‘m’ and Lambert Nwodu ‘m’ were arrested and Eight suspected stolen cars recovered from them.

The recovered cars are as follows:
(1) One Nissan Pathfinder Jeep with Reg.No DU 746 PHC
(2) Toyota Sienna space wagon with Reg. No SKP 87 DO
(3) Lexus RX 300 Jeep with Reg. No FST 880 BS
(4) Toyota Avensis with Reg. No ANK 23 BF
(5) Mercedes Benz ML 320 Jeep with Reg. No WER 598 EM
(6) Toyota Rav 4 Jeep with Reg. No WWR 588 ST
(7) Ash Colour Volvo car with Reg. No. PHC 455 AA

The suspects are cooling their heels and helping the Police in Investigation.

You Can't Summon Me, Prof Sagay Replies Senate


Chairman, Presidential Advisory Committee Against Corruption (PACAC), Prof. Itse Sagay has fired back, saying the Senate lacks the power or authority to summon him to appear before its committee on Ethics over alleged disparaging remarks he made against the senators.

Speaking in a chat with INDEPENDENT, Sagay said the Senators lack the power to summon him because he does not fall under the category of persons they can summon.

His words, “They have neither power nor authority to summon me. I don’t come within the group of persons or officials they can summon. I will advise them to ask their lawyers to look very, very closely at the provisions of Sections 82 to 89 of the Constitution”.

Sagay’s invitation is seen as further escalation of the current face-off between the Senate and Presidency which blew open on Tuesday with the Senate’s suspension of the consideration and confirmation of 27 Resident Electoral Commissioners (RECs) submitted by President Muhammadu Buhari.

He was asked to appear before the Senate Committee on Ethics, Privileges and Public Petitions to explain why he allegedly described senators as “childish and irresponsible” for pushing President Buhari to sack the Acting Chairman of the Economic and Financial Crimes Commission (EFCC), Ibrahim Magu, within two weeks.

The PACAC chairman is also expected to explain why he allegedly said the Senate is “filled with people of questionable character who put personal interest ahead of the nation.”

Mortuary Attendant Remanded For Decapitating Corpse


A mortuary attendant at the University College Hospital, Ibadan, Oyo State, Muritala Raimi, has been remanded in Prison by an Iyaganku Magistrate’s Court sitting in Ibadan on Monday.

The 57yrs old man was alleged to have beheaded an unidentified corpse and concealed it in a bag. While attempting to leave the premises, he was caught with the head.

He was alleged to have attempted fleeing from the scene, but was prevented by policemen in the hospital who arrested him and took him to the Yemetu Police Station.

The charge sheet signed by one SP Adeniyi Odebiyi, read in part, “That you, Muritala Raimi, on March 15, 2017, at about 5.30pm at UCH Ibadan, in the Ibadan Magisterial District, did steal a human skull inside UCH mortuary, thereby committing an offence contrary to and punishable under Section 3 of the Criminal Code Cap 38, Vol. 11, Laws of Oyo State of Nigeria.”

After pleading not guilty to the two counts, the magistrate, Akanni Monsurat, granted him bail in the sum of N200,000 with two sureties each in like sum.

Raimi failed to meet the bail conditions and was consequently remanded in custody.

2 Foreigners caught plotting to abduct Lagos businessman’s daughter


The plan of a Togolese lady, Idowu Dado, and a Chadian, Abdullahi Mohammed, to start business ventures through proceeds of kidnapping has landed them in detention.

The suspects were arrested by operatives of the Zone 2 Police Command, Onikan, Lagos, while plotting to kidnap a 15-year-old girl in the Ilasamaja area of Lagos.

26-year-old Dado, who was married with two children, contacted Mohammed, 26, who worked in a sachet water factory owned by the girl’s father, Mike Ogbuachara.

The duo then co-opted Ogbuachara’s security guard, Peter Okechukwu, into the plot.

The gang reportedly planned to demand N10m as ransom for their victim.

However, Okechukwu was said to have leaked the secret to his boss, who then alerted the police.

The two suspects, who were arrested by detectives, were paraded before journalists at the Zone 2 Command headquarters, Onikan.

Okechukwu said Dado promised to give him N2m if the plan succeeded.

He said, “Dado came to meet me on March 8, 2017 and asked if I was close to my boss’ daughter and I said yes. She said she had a business for me and asked if I was ready for it. She said she would come back the following day so we could discuss the business.

“The following day, she said she wanted us to kidnap my boss’ daughter. She said she planned to demand N10m as ransom and if my boss refused to pay the money, we would kill the girl and sell her body parts.

“Because I was not comfortable with the idea, I went to tell my boss and he asked me to play along and videotape the discussion.

“I went back to meet her and agreed to the idea. When I asked what my share would be, she said she had a gang and we would be five. She said we would share the money N2m each. I told her to introduce me to other members. She said one of them was working with my boss in the factory. She didn’t tell me his name. She promised to call me later so we could all meet in a hotel to perfect the plan.”

He explained that he continued to update his boss every time he spoke with Dado.

Okechuwkwu said he was surprised when the suspect suddenly cut off communication with him.

“I went to see her and asked about the meeting. She began to threaten me, saying if I ever leaked the secret, she would kill me. I was scared,” he added.

The guard said he started monitoring the moves of Dado, who lived beside the factory, adding that he advised his boss to report to the police before it was too late.

The factory worker, Mohammed, said he was deceived by Dado because they both were of Togolese descent.

He said, “My mother is a Togolese, while my father is a Chadian. I met Dado after joining the factory three months ago. We only talk once in a while. She called me sometime in March and said she wanted us to kidnap my boss’ daughter.

“She said I should not bother myself much because she would arrange two other boys to join us and after doing the business, we could return to Togo to enjoy our loot. She said each of us would get N2.5m. She promised to involve the factory’s security man. I did not see her again until I was arrested.”

Dado, however, denied the allegations, saying Mohammed was the leader of the gang.

She said, “Mohammed came to meet me and said they delivered over N800,000 to his boss every day and asked if the man would feel any pain if we removed N10m from his account. I said I did not know.

“He suggested that we should kidnap the man’s daughter and I agreed. He promised to arrange boys to do the job. I went to meet the security man to seek his opinion and he agreed to join us. When Mohammed learnt that I had informed the security man, he became angry and said the man didn’t know how to keep secrets.”

The mother of two children, who claimed to be a hair dresser, said she planned to start a business with her share of the ransom.

The spokesperson for Zone 2 Police Command, SP Dolapo Badmos, said investigations revealed that Dado was the leader of the gang.

She said, “It is a case of attempted kidnap. While Mohammed is a Chadian, Dado, the brains behind the kidnap, is from Togo. Mohammed lied that he was a Nigerian and used fake names, until his real identity was uncovered.

“The AIG Zone 2, Kayode Aderanti has ordered that discreet investigation be done. We are working on getting their sponsors and we will bring them to justice.”
