With just three days to the end of September, Special Adviser to President Buhari on Media and Publicity Femi Adesina, says the ministerial list will be out not later than Wednesday Sept. 30th.
"September does not end until midnight of 30th and as long as we are within September, the president is still on course to fulfill his promise. The president's promise is that he will release the list in September and as long as we are still in September he is within course" he told Channels TV.

Sokoto Chief Imam, 9 Other Sokoto Citizens Killed In Hajj Stampede.

The Sokoto State Pilgrims Welfare Agency has said that the Chief Imam of the Sultan Abubakar III Jumaa’at Mosque, Sokoto, Liman Dan-Ata, is among those killed in the stampede which occurred in Mina, Saudi Arabia on Thursday.

The Media Assistant to the agency, Farouk Umar, made this known today.

The state government had in a statement issued on Saturday by Imam Imam, spokesman to Governor Aminu Tambuwal, confirmed the killing of nine other pilgrims from the state in the Mina stampede.

President Muhammadu Buhari Sunday in New York restated his determination to fully sanitize Nigeria's oil industry and make it totally free of corruption and shady deals. Speaking at a meeting with President Xi Jinping on the sidelines of the 70th General Assembly of the United Nations, President Buhari said that a necessary first step in this direction had already been taken with the appointment of a new management for the Nigerian National Petroleum Corporation (NNPC) and its subsequent reorganization.
 The President said that the prosecution of those who misappropriated the NNPC's revenue under past administrations will soon commence. President Buhari thanked President Xi Jinping for China's ongoing help in curbing crude oil theft from Nigeria. The President applauded China's interception of shiploads of crude oil stolen from Nigeria, and which were to be sold and proceeds paid into private accounts. "We know your stand on corruption, and we are grateful.

Your continued cooperation in curbing oil theft from Nigeria will be appreciated," President Buhari told the Chinese leader. He also assured President Xi Jinping that under its new leadership, the Nigerian military had been re-trained and re-equipped, and was now making steady gains against Boko Haram. President Jinping told President Buhari that China, which is already involved in Nigeria in diverse areas like railway, airports, agriculture, and in the Mambilla Hydro-power project, among others, will increase its investment in the country's agricultural sector to support the achievement of domestic food security.

Army Exposes Big Men Plotting To Prolong Boko Haram.


The Nigerian Army has raised the alarm over plans by “some highly-placed individuals” in the North East, particularly Borno State, to sabotage military operations in the region.
“The Nigerian Army wishes to inform the public and send a very strong and serious final warning to some prominent individuals and political groups who hailed from Borno State in particular and North East generally, that there is information of plans by some highly placed individuals and political groups to undermine and scuttle the fight against terrorism and insurgency in this country. 
“The unscrupulous individuals and their cohorts were determined to reverse the gains made and scuttle our efforts of achieving the Presidential directive to defeat Boko Haram terrorists within 3 months. They are enlisting the services of some Non-Governmental Organizations in this grand design...
“It has come to our knowledge that they were employing every means to see that the operation does not succeed in order for them to continue to enjoy certain benefits.

“It has been revealed that they are employing the services of marabouts and other unethical means in order to frustrate our efforts and the operations in addition to campaign of calumny.

“We are aware of their clandestine meetings and other diabolical efforts to achieve their nefarious aims. This would not be tolerated.

“Therefore, such individuals and groups should be warned in unmistakable terms that anyone found would be dealt with accordingly.

A statement released by the army spokesman, Sani Usman, said the elite were bent on having the activities of the Boko Haram terrorists prolonged for their selfish interests.

Saraki Begs Obasanjo To Help Talk To Buhari; OBJ Intervenes.

President Mohammadu Buhari on Saturday held a secret meeting with former President Olusegun Obasanjo in New York in a bid to calm the tension going on in the All Progressive Congress (APC) over the ordeal of the controversial Senate President, Bukola Saraki.

The meeting which was held behind closed door at the Millennium Plaza Hotel in New York lasted for about 45 minutes.
Sources who were part of the meeting at its early minutes before being excused said that the former president had called the protocol officers of President Buhari to schedule the talks in order to plead for a soft landing for Saraki.

However, former Ekiti State governor, Dr. Kayode Fayemi, was sighted at the door of the room where the meeting took place, and all efforts to speak with him proved futile as he was busy struggling with security men who repeatedly stopped him from gaining entry.

All efforts by newsmen to speak with Obasanjo on his way to his hotel after the meeting met a brick wall as his security men prevented any interview from taking place.

Obasanjo even had to caution his security men, saying: “E fi won s’ile”, meaning “leave them alone”.

Boko Haram Insurgents May Attack Lagos Seaports- NSA.


The office of the National Security Adviser, NSA, has issued a security alert on the likelihood of Boko Haram attack on Lagos seaports.

The alert was as a result of the concern expressed by the United States Embassy on the security situation at the nation’s seaports.

The security alert was signed by Assistant Comptroller General of Customs in charge of Enforcement and Intelligence, Mr. Dan Ugo, on behalf of the Comptroller General, Col. Hameed Ali (retd).

The Nigeria Customs Service, has begun the restriction of persons into its various commands and formations in Lagos. Careful security checks at all access points into the ports have also been made mandatory and no one would henceforth be allowed to walk freely in the ports.

The rescue of Chief Olu Falae from his captives on September 24th, 2015 was made possible as the Inspector-General of Police, IGP Solomon E. Arase, fdc NPM coordinated both aerial and land operations to ensure the freedom of the former presidential candidate of the SDP. FIRE DISASTER IN OSOGBO !!!



Two Siblings Burnt In Osogbo Petrol Station Fire Disaster.

An outbreak at `Bovas’ petrol station in Osogbo today caused pandemonium as two children of the same mother were burnt to death, the News Agency of Nigeria (NAN) reports.

An eyewitness who spoke on condition of anonymity, told NAN that the victims were children of the owner of the station located in front of Osogbo Grammar School.

He said that the mother of the children also suffered burns in the process of trying to rescue her children.


The Director of the state Fire Service, Mr Michael Ogundipe, who confirmed the incident while speaking with journalists said that two lives were lost in the fire and that the cause of the fire had yet to be determined.

“We responded immediately we were called and sent two vehicles. We have equipment but there was congestion on the road which slowed down our movement.

“We met the fire burning and observed that the construction of the building did not follow the guideline.

“There was no exit route. No fire extinguisher was there. They would have been able to battle the fire if they had extinguishers,” he said.

The director said that the remains of the children had been deposited at the Ladoke Akintola University of Technology morgue while their mother was also receiving treatment at the same hospital.

Some other eyewitnesses said the woman and her three children were inside the mini market attached to the filling station when the fire started, adding that she succeeded in rescuing one of the children.

Fire-fighters were still battling to put off the fire which also destroyed a Toyota Corolla car as at the time of filing this report.

Some sympathisers who spoke to NAN correspondent at the scene, described the owner of the station has one of the most honest petroleum marketers in the state.

They called on security agencies to conduct proper investigation to know the cause of the fire.

Please recall that yesterday advancing troops along Banki axis were making tremendous progress in which they cleared 2 Boko Haram terrorists camps at Jangurori and Bulatori villages. In addition to that, the troops have also arrested 43 suspected Boko Haram terrorists including one of the Boko Haram kingpins in the area, Bulama Modu who is an ‘Amir’ of Bulakuri. The troops also rescued 241 women & children during the operation.
To further confirm what was said earlier about the terrorists abandoning their commanders and burying weapons, one Mohammed Modu led troops to where he buried his AK-47 rifle at Jangurori village. Apart from arms and ammunitions, bows and arrows recovered from Bulama Modu, the kingpin. He confirmed that the terrorists also gave him a horse to enhance his deadly pursuits.

Similary, the gallant troops arrested one suspected Boko Haram terrorist, Aji Gambo, at Wudla village who revealed that the Boko Haram terrorists that attacked Kirawa and Kolofata in the northern part of Cameroon were from Dara Jamel village Nigeria, where they had an Improvised Explosive Device (IED) factory. He further stated that the suicide bombers and the IED were prepared by Abdulrahaman Alkali Isa, Ba’ana Hisuba and Alkali Isa Karami, natives of Dara Jamel. He however added that the perpetrators have fled to Sumbulum village.

The Chief of Army Staff, Lieutenant General TY Buratai who keeps close tap on the progress of the troops has commended them for their impressive performance thus far.
The troops who are on very high spirits have reiterated their determination to continue with the fight against Boko Haram terrorists till they clear them from all known camps and enclaves.

My ordeal in the hands of dare-devil robbers –Osagie.

Managing Director of The Sun Publishing Limited, Mr Eric Osagie said yesterday it was only God that saved his life on Monday night when he was attacked by dare-devil armed robbers around Iponri area in Lagos.
He said anything could have happened during the incident.
Osagie, who described his experience with the robbers as “harrowing”, called on the Lagos State Government and the police to collaborate to ensure that dark spots in the state are properly policed. He also called on citizens to be security conscious.
Narrating his ordeal, he said: “I came to work on Monday morning. Mondays are very busy days. I had no premonition of what lay ahead. I left the office past 7pm. My usual route home is that same Iponri but on this day, we encountered traffic gridlock. The next thing was that I saw a young man, scruffy looking, who banged on the window. ‘Open. Wind down, wind down.’ I was going to do that. But he didn’t even give me the chance to do that. The next thing was as if it was a movie; he smashed the glass on the side where I was seated. Another gang member smashed the other side. Almost immediately, they put their hands inside the car. I saw some of them by the driver’s side. I saw some of them by my side; rummaging through the car.
“In my confused state, I said ‘look, whatever you want, I am going to give you’. But they were not waiting for me to give them! They probably thought they could help themselves. They carried my bag, in which I had everything; cash and other valuables. Everything I had was in there. I had some money with me, they took the money. One of them said, ‘telephone, telephone’ and promptly took the three GSM lines on me.
“In the traffic jam, people were just too stunned to do anything. They just sat behind the steering wheels and watched; too numb to react. There were also passers-by, who went on as if nothing was happening.  But, to my mind, I felt they knew that a robbery was going on. Maybe, they have become so used to such scenes that they have becomes shocked to a state where they no longer are shocked.
“So, within that split second, I just thought to myself that when something happens to you, everybody is for himself and God is for us all.  After they took all what they wanted to take, they simply melted into the night. And my driver later said he saw them bearing arms. In that state, it wasn’t clear if it was arms they used to smash the glasses of my vehicle. All I knew was that I saw smithereens of glasses here and there and that, they rummaged the car. And I was in a state of confusion. It is a very shocking, harrowing and horrifying experience.
“As soon as I could find my way out of the traffic gridlock, I went straight to Iponri Police station. The DPO and DCO quickly made calls, rallied round and mobilised their men and put me in a patrol van to go there. And we went there. I heard one of them say the scene of the crime was under Ijora division. But the Iponri station where I went to lodge my complaint did their best.
“It was a very harrowing and horrifying experience. It shows how bad security is in the country. Of course, the police are trying their best but crime keeps going up in a mega city like Lagos. In a mega city, it is mega crime; mega trouble.”
Osagie, surrounded by friends and colleagues in his office, who came to sympathise with him on the harrowing experience, expressed gratitude to God for leaving the robbery scene alive.
“I am grateful to almighty God to be alive. I was rattled. I was traumatised because it was harrowing and anything could have happened. The experience was harrowing indeed and anything would have happened because we live in a dysfunctional society. I was told that I didn’t need to take the route I took because it was a ‘dark spot’ and my immediate response was that if it was a ‘dark spot’, why can’t it be lighted up and, then, crack down on the criminals to make it a safer and better place? If you know the problem, then you should be looking for the solution!
“I am using this opportunity to call on the Divisional Police Officer (DPO) of that area to improve security in that axis. I also want the Commissioner of Police, Fatai Owoseni, a hardworking gentleman whom I know is doing his best to ensure peace, to focus on the dark spots in Lagos. I know it is difficult to police such a metropolitan city like Lagos, but then, Nigerians deserve protection. I would have been dead, but God saved my life, because it was only one shot that was needed to take my life. I am happy to be alive.
“I call on the Lagos State governor, Akinwunmi Ambode to create an enabling environment for the Police to function effectively. I am sure that if we had policemen in that area, this incidence would not have happened. On that day, so many people were robbed and I want citizens to always be concerned about what happens to other citizens. It was my turn today and it could be the turn of another tomorrow.
“Unemployment is on the rise and people are losing their jobs every day. We do not have social security, so people find alternative means to survive, and as it is, we are sitting on a keg of gun powder. But, even if the government provides everything, it behoves on all citizens to be security conscious. We hope that Nigeria would be such a place that crime would be reduced. So Ambode needs to work harder to create an enabling environment…” Osagie concluded.

Suspected Boko Haram Member Apprehended In Lagos With Weapons, Explosive Devices.

A combined raid of the Ijora 7-Up area of Lagos, by the military patrol team-OP Mesa  and the Department of State Security, has led to the arrest of a suspected Boko-Haram member.

A patrol team- OP Mesa have arrested a man suspected to be a boko haram member at Ijora, Lagos. According to The Nation Newspapers, two AK47 rifles, and some explosive devices were recovered from the suspect, Abdullahi Adamu. Surprisingly, the man admitted he is a terrorist.


The Oba of Ijora communitY, Oba Fatai Ojora  who was notified of the development also said; "We have been calling on the state government to do something about this. This is the second time we will arrest Boko Haram suspects in this community and nothing has been done on that. The one we caught now had even admitted that he is a terrorist. You know that majority of the northerners in Lagos live in Ijora, Agege and Badia."

24-Year-Old Nigerian Is Best Law Student At Cambridge University, UK.

A Nigerian student, Oluwatobi Olasunkanmi has won the William Charnley Prize for the best First Class in Law at the University of Cambridge, United Kingdom.
The 24-year-old Oluwatobi who is the son of the former Minister of Youth Development, Senator Akinlabi Olasunkanmi, happened to be the only student of black descent in the graduating set.
In an official correspondence dated June 26, 2015, addressed to the best First Class Law student, the University’s Senior Tutor, Dr Philip Johnson, congratulated the Nigerian lad for the feat.
“Many congratulations on obtaining the best Hughes Hall First Class in your BA in Law. In recognition, the College has awarded you with the William Charnley Prize” said Johnson..
Meanwhile, the father of the award winner, Senator Olasunkanmi, has expressed his joy at the achievement attained by his son, noting that it has not only brought honour to his family but to Nigeria as a whole.
“Sincerely speaking, my joy is not only because he is my son but because he has represented Nigeria well by bringing a laurel which has manifested in the best First Class Prize in Law.”

They described the abduction of the former Minister of Finance, who was abducted by the herdsmen yesterday in his farm in Ondo State as a sin against humanity.

In the statement, the Yoruba group‎ said the era in which herdsmen would invade farms in Yoruba land and vandalize property was gradually making a comeback.

“We would want to know that the attribute of Yoruba people to be accommodating is not something that should be abused,” said the statement.

“For us, being accommodating is a virtue that was inculcated into us by our forefathers, and should therefore not be seen as a weakness by anybody

“We would, however want to send a note of warning that the Federal Government should do all within its powers to ensure that Baba Falae is returned to his family safe and sound,” the statement also said.

Something More Dangerous Than Boko Haram Now In Nigeria.


Ikechukwu Aduba, former Delta state police commissioner, has insisted there is something more dangerous than the dreaded Boko Haram sect in Nigeria.

The retired police officer raised alarm over the illegal activities of Fulani cattle rearers and urged the man incharge of the country, President Muhammadu Buhari to address the situation before it is too late.

Ex-CP Aduba explained why these guys are worse than Boko Haram:

“It is a serious issue, more complicated than the terrorists activities in the Northeast. Boko Haram war is a minor issue when compared with what we are going to experience in the hands of Fulani cattle rearers in the nearest future if the issue is not addressed.

“In some places, especially in Delta state where I served as the commissioner of police, many people cannot go to the farm anymore for fear of being attacked in the bush by cattle rearers. Many women have been raped in front of their husbands and children. Many people killed by the cattle rearers. It is a pathetic situation if cattle eat up people’s crops in the farm and the farm owner challenges them, it is a big problem. If the farm owner keeps quite, his toil for the year will be in vain. It is a wearisome situation.

“The action is affecting agricultural businesses as communities are afraid to go to the farm for the fear that one day, all their labour for one year will be eaten up in one day by cattle. If a community is afraid that their loved may go to the farm and not return, how do you expect them to go to the farm where they may meet their untimely death? This is a serious and pathetic situation that is worse than Boko Haram. They will soon overrun the entire country.

“I want to advice that President Muhammadu Buhari and the National Assembly should constitute a committee that would look into the issue. My suggestion is that the cattle rearers should be confined in gracing reserves and ranches. They should be made to stay in a particular area and not to wander from place to place.
“If you look at it critically, we don’t eat beef more than other countries of the world. We don’t have cow more than other countries. We don’t export cow, yet in the countries that even export cow, there is absolute peace because they don’t take their cattle to places that they are not supposed to take them. The Nigerian government should take a decisive stands on the matter or the keg of gun powder will explode and the government will now not be able to tackle the menace of the cattle rearers.”

Vanguard Newspaper has reported how the kidnapping of a former minister of finance and a onetime presidential candidate of Nigeria took place today on his farm in Ondo with the help of family members and police who gave some details into the kidnapping.

Born on September 21, 1938, the former Finance minister was kidnapped by over 20 Fulani herdsmen who invaded his farm and attacked his over 200 workers.

Many of his workers including the farm Manager identified as Bruno were matcheted while others were reportedly wounded and are on admission in different hospitals.


Reports from the family said that the fulani herdsmen have been having issues with the workers in the farm over the grazing and the destruction of the farmland by their cows.

The herdsmen reportedly came back on Monday in large number and attacked the farm before abducting the politician.

Vanguard was told that on arrival the herdsmen shot indiscriminately into the air, a situation which made the workers to flee to different directions.

They reportedly beat up the National chairman of the Social Democratic Party SDP and dragged him on the floor when he refused to go with them.

Police source however said that the Fulani herdsmen may have been used by other interested party who have requested for a ransom.

The herdsmen according to the police source may have been paid off and the victim handed over to those who have made contact with the family after carrying out the hatchet job.

Speaking with newsmen, the spokesman of the SDP in the state, Remi Olayiwola said that the abductors have contacted the wife of the ‎victim Mrs Rachel Falae and requested for N100m ransom expected to be paid before the end of work on Tuesday.

Olayiwola said that the accent of those who contacted the wife of their National chairman was that of the fulani.

The trial of Bukola Saraki has been adjourned to October 21st, 22nd and 23rd. Saraki pleaded not guilty to all the 13 count charges read to him at the Tribunal. The tribunal granted him bail on self recognition.

More revelations have emerged with regards to how few people cornered Nigeria's money:
PREMIUM TIMES has uncovered one of the most fraudulent crude oil deals carried out by the administration of Goodluck Jonathan, which saw cronies of the president pocket billions of naira through a domestic crude oil transportation contract that violated Nigeria’s procurement and economic regulations.
Our estimates indicate that the contracts, which the Nigerian National Petroleum Corporation has now admitted were unnecessarily exorbitant and inappropriately awarded, cost Nigeria N509.3 billion.
How much service the companies offered to pocket that amount remains unclear even to the state oil company, insiders say.
The deal, later disguised as security contract and channeled through the Nigerian National Petroleum Corporation, saw two companies belonging to Idahosa Okunbor and Tunde Ayeni, illegally rack up billions of naira to purportedly transport crude oil from Escravos to Warri refinery, and Bonny Island to Port Harcourt refinery, by ship, since 2011.
The deal involved the transportation of five millions barrels of crude oil, monthly, from drilling terminals to the refineries using ships, and circumventing direct linking pipelines, at the cost of N3.063.00 ($15.4 USD) per barrel of crude.
The cost of this contract is several times higher than it takes to transport crude oil through the more efficient pipelines which PPMC, an arm of NNPC operates. The cost of transporting a barrel of crude through the pipeline is as low as N5.97.
Although, awarding the firms the job to transport crude oil by ships was a very expensive alternative, the administration pressed on, ignoring the fact that it increased the cost of transporting only a fraction of locally refined crude oil by several billions of naira monthly and was economically unjustifiable.
While the shady contract lasted, the NNPC, at the same time, transported crude through a national pipeline that originated from Escravos and landed in Warri Refinery before proceeding to Kaduna Refinery.
The Escravos-Warri Refinery arm of the project was conceived in 2010, shortly after Goodluck Jonathan became president. The contract kicked off properly in January 2011 and was explained to the few who knew about it back then as a way of circumventing vandalized pipelines to keep Nigeria’s refineries amply fed with crude oil.
The contract was never advertised and no competitive bidding was done, a clear violation of Nigeria’s procurement law. Cheaper options were neglected. Two companies, PPP Fluid Mechanics and Ocean Marine Securities, OMS, were awarded the job by presidential and ministerial discretion.
The two companies initially got N1.1 billion monthly payment each by NNPC, for a three months trial, documents sighted by PREMIUM TIMES show.
PPP Fluid Mechanics got the contract offering to transport the crude using Very Large Crude Carriers – super tankers – used in transporting crude oil. OMS got the contract to provide security for the 22.2km (12 nautical miles) journey, despite every other waterways security arrangement that existed at the time.
This brazen case of impropriety has, till date, been sustained by a tight web of secrecy.
“I do not have details” of the contract, NNPC spokesman, Ohi Alegbe, told PREMIUM TIMES more than one month after receiving our inquiries, and weeks after he later announced the corporation was canceling the contract.

Paying the cabal
This contract was conceptualized and executed in a classical mafioso style.
After the then Petroleum Minister, Deziani Alison-Madueke, in 2010, got the then President Jonathan to approve the deal, the NNPC secretly invited bids from international shipping contractors. PPP FM, managed by two Israelis at the time, was handpicked for the logistics part of the job. OMS, managed by Messrs. Okunbor and Ayeni, was invited to handle the security aspect.
There are no records of OMS ever bidding for the contract. Insiders who spoke to PREMIUM TIMES also claim OMS never bidded.
They were selected by a board led by Mrs. Madueke, which also had NNPC Group Managing Director at the time, Austin Oniwon, and eight others, including Yinka Omorogbe, the legal adviser to the corporation.
The contract was initially explained as a three-month trial to circumvent pipelines that were believed to be under serious threat from militants and oil thieves in the Niger Delta. It, however, lasted till August 2015, almost five years later.
How it escaped public scrutiny for the period it lasted is what is likely to shock many Nigerians.
Contract documents indicating the contract was supposed to last only three months were issued on December 2, 2010. Shipping began the following month – January 2011 – after PPP FM provided one mother vessel and three smaller shuttle vessels.
Contract documents seen by PREMIUM TIMES showed the each arm of the contract for the trial period was to cost NNPC N1.1 billion ($5.82 million USD) monthly. This is at the rate of N900 per barrel ($5.2 USD per barrel) split equally between shipping and security.
But the cost of the deal quickly skyrocketed after the three months trial period.
Shortly after the project began, Messrs. Okunbor and Ayeni sought to own the entire project, and initiated a hostile takeover of PPP FM. Eight months later, they completed the takeover and PPP FM’s founders, the Israelis, were kicked out.It is not clear how much they were paid to give up their company. It is also unclear whether they were merely used as fronts in the beginning.
The exit of the Israelis paved the way for one of the bloodiest financial hemorrhages Nigeria suffered during the Jonathan administration, and was perhaps still suffering till July 2015 when NNPC called it off after becoming aware this newspaper was investigating the deal.
With the Israelis out of the way, and believing the deal was now secret, the NNPC jacked up the cost of the deal to N1,496.10 ($7.52 USD) per barrel for transportation and the same amount for security.
This increase raised the cost of the contract to N6.7 billion monthly.
In August 2014, the former petroleum minister admitted to an oil and gas audience in the U.S. that NNPC was spending an average of $7.52 per barrel to transport crude oil locally to refineries by ship.
She was silent on the security costs. But multiple sources confirmed to PREMIUM TIMES the security cost was just as much as the shipping.
In four years, the NNPC shelled out at least N303 billion to the two companies owned by Messrs. Okunbor and Ayeni for the Escravos-Warri arm of the deal alone.
Thus, at the times the price of crude oil hovered around $50 per barrel, the NNPC paid these firms about a third of the cost of each barrel ($15.04) as shipment cost – in addition to all other cost of handling crude that existed before the contract.
These sums were paid despite the oil corporation reporting that it kept pumping crude oil from Escravos to Warri refinery through the pipeline, concurrently with the shipping deal.
Recently, during the opening of the renovated Port Harcourt Refinery, Mr. Okunbor confirmed to Thisday that his company did not even ship the total amount projected by the contract. But they got paid even while not shipping crude.
“Currently, we lift 950,000 barrels to the Warri refinery twice a month,” Mr. Okunbor told Thisday. The projected amount was 2.2 million barrels, apparently 300 thousand barrels higher than total actual shipment admitted by Mr. Okunbor and his partners.
While the deal was expected to supply Warri Refinery with 105.6 million barrels of crude, NNPC records show that the refinery only received 61.2 million barrels, combined. At least half of what was expected by ship alone was not delivered.

The Port Harcourt Refinery Deal
After running the Escravos-Warri Refinery deal successfully and secretly for two years, the NNPC opened the Bonny Island – Port Harcourt refinery route under the same covers. The Bonny Island – Port Harcourt refinery route was to transport 2.8 million barrels of crude oil monthly at the same cost with the same contractors, PPP FM and OMS.
Again, there were no competitive biddings before Mr. Ayeni and his partners were handed the contracts.
With the Bonny – Port Harcourt Refinery route added to the portfolio, Messrs. Okunbor and Ayeni were charged with transporting five million barrels of crude oil to the two refineries, via ships, monthly.
At that rate, NNPC was paying both companies N15.3 billion ($77 million USD) monthly on both fronts.
Like in the Warri refinery’s case, Messrs. Okunbor and Ayeni did not deliver the full amount of crude expected of the illegal contract.
“Currently, we lift… approximately 1.6 million barrels twice a month to the Port Harcourt refinery using our VLCC,” Mr. Okunbor told Thisday in July.

Cocktail of illegalities
These local crude oil transportation deals Messrs. Okunbor and Ayeni held until July were fraught with fraud, illegalities and irregularities.
Those familiar with the deal said the NNPC board, in the first place, had no businesses approving the initial contract in December 2010 because the cost exceeded their approval limit of N5 million, allowed by its laws, and $20 million US dollars allowed by Nigeria’s procurement laws.
The decision to extend the contract beyond three months was the second major step in a cascade of fraudulent activities that defined the contract.
In 2013, the NNPC attempted to regularize these illegal crude oil transportation contracts. In October that year, it published an invitation to tender bids for the two crude oil transportation contracts in major Nigerian dailies.
Days later, just as many shipping companies were putting final touches to their bids, the corporation withdrew the bid through another newspaper publication.
The state oil company did not give any reason for the withdrawal of the call for bids. But top NNPC sources told PREMIUM TIMES a directive demanding the withdrawal came from the presidency describing the project as a “security contract”.
Despite the only official explanation for the exorbitant contract being the drive to keep the refineries amply supplied with crude oil in the face of ‘failing pipelines,’ both the Warri and Port Harcourt refineries received crude oil volumes far less than the contract was expected to deliver.
Between January 2011 and December 2014, the Warri Refinery received crude supplies above two million barrels in six months only, NNPC crude distribution data shows.
In at least three months of 2014, the Warri Refinery did not receive a drop of crude supply. The Warri refinery received an average of 1.2 million barrels of crude oil monthly in those four years.
Port Harcourt refinery never received crude supply up to the full amount expected of the illegal contract while it lasted. In fact, NNPC data did not show any significant leap in supply after the transportation contract was initiated in 2013.
Within the period, the Port Harcourt refinery did not receive a drop of crude oil in three months. It received an average of 536 thousand barrels of crude monthly, at least 2 million barrels less than the contract was expected to deliver.
The NNPC data of crude received monthly by the refineries, obtained by PREMIUM TIMES, showed that in the last four years, the refineries rarely received crude oil close to the volumes awarded for shipment alone from both Messrs. Okunbor and Ayeni, not to talk of pipeline sources that fed the refineries.
Satellite images obtained by PREMIUM TIMES showed that in some instances, no security boats escorted the ships deployed by PPP FM to transport the crude from production terminals to refinery jetties. Yet, NNPC purportedly paid billions of naira for the security escorts.
“Some of the vessels involved also sat anchored offshore the Niger Delta—presumably at a significant cost to the nation—for long periods when NNPC was not sending crude to the refineries at all,” a recent report by Natural Resources Governance Institute said.
Besides being economically unjustifiable, many industry experts PREMIUM TIMES contacted for comment for this story were shocked by its details and ramifications.
“What happened to the crude oil received by these contractors in the months the refineries were down? Why did the refineries not receive full volumes of crude oil lifted by these contractors?” many asked.

Follow the money
Tunde Ayeni, one of the owners of the contracting firm in this deal is a long-standing ally of former governor of Bayelsa State, Depreiye Alamieyeseigha, and former President Goodluck Jonathan.
Mr. Jonathan succeeded Mr. Alamieyeseigha as governor of oil-rich Bayelsa state after the latter was removed from office in 2005 following money laundering scandal. Since his release from prison, Mr. Alamieyeseigha has remained active on the political scene.
Mr. Ayeni, a lawyer, gained notoriety following the corruption trial that brought down Mr. Alamieyeseigha as Bayelsa governor. He was mentioned in court documents as admitting helping Mr. Alamieyeseigha to execute some deals.
Mr. Ayeni was never convicted and has since then remained one of Nigeria’s most ambitious businessmen, investing heavily in almost all key sectors of the Nigerian economy – oil and gas, telecoms and power. He’s currently the chairman of Skye Bank and was awarded Commander of the Order of Niger (CON) – a national recognition – by the Jonathan administration.
In the build up to the 2015 general elections, Mr. Ayeni chaired a fundraising dinner organised by Mr. Jonathan’s party, the Peoples Democratic Party, and made a shocking donation of N2 billion ostensibly to fund the president’s re-election. He explained that half of the donation was raised by himself and an anonymous partner while the other half was raised by himself other anonymous friends.
Mr. Ayeni, whose law firm, Legal Resources Alliance, doubles as the company secretary to PPP FM, turned away PREMIUM TIMES reporters, who visited to request his comments for this story, from his 38 Birao Street, Wuse II, Abuja office.
The NNPC also declined to comment. After weeks of promises and excuses to respond to the website’s inquiry, the state oil company tried to preempt our investigation by announcing it was calling off the illegal contracts.
In announcing the cancellation, the corporation admitted the contractors were inappropriately engaged and the contract costs were exorbitant. It however did not say whether it planned to recover monies paid to the contractors even while not transporting crude.
